• As of January 2026, civil liability insurance is mandatory for riding an electric scooter in Spain, in accordance with Law 5/2025 and Royal Decree 52/2026. This requirement applies to all vehicles classified as VPL (Light Personal Vehicle) by the DGT. All scooters must be registered in the DGT’s National Vehicle Registry before they can be ridden on public roads. Registration assigns a unique code and a visible identification label—similar to a license plate—to each scooter.
